Executive Director of the Mercer County Regional Council of Governments, a non-profit governmental entity serving 26 Mercer County Governments in the administration and operation of numerous government shared services and programs including but not limited to transportation, recreation, grantsmanship, solid waste disposal, code enforcement, joint purchasing, animal control, police administration, etc.

Mercer County COG serves an approximate population in Mercer County of nearly three fourths of its total population of 120,000 residents in those involved supporting member communities.
Prior to serving as COG's director Mr. Tulip held the position for over two decades as the West Central Area Regional Manager, Director of the Pennsylvania Economy League, Inc., a statewide governmental research and consulting organization that covered a five county region in west central Pennsylvania including Mercer, Lawrence and Butler Counties primarily.
